I went for a13700k with 4090. 39fps with reverb above new york(sam scene) in all ultra and lod 250/300.
35 fps with Fenix. If you really want it to be perfect go 4090 you will not regret the last money you spent. I searched and found a machine with 3tb ssd, 4090, 32g 6000ddr5 and 13700k with aircooling which works great for 3500 euro. Totally worth it
