MS/Asobo check for compliance with their rules only. So they check that the aircraft are de-milled with no gunsights, ordinance etc, that there are no inappropriate or offensive images in the liveries, that the marketplace store information and images comply with their marketing rules etc etc.
MS/Asobo DO NOT check before uploading for quality of the product or whether it even works at all. They also do not check for licensing issues.
