I Downloaded World Update italy and malta but the sceneries are still the old ones although photogrammetry Is on and all data settings are on the update was downloaded successfully from the market but the scenery is still old
I Faced The Same Issue With Spain World Update Not All Cities Were Updated And Some Of Them Were Still Using Old Scenery

I have moved this out of Bug Reports until we can confirm that this is actually a bug. I don’t have an Xbox so I can’t really help too much, but could you show a screenshot of Content Manager showing the downloaded world update?
And yes, deleting your rolling cache would be another good step, too!
My rolling cache is missing since SU8 a bug
I deleted it now I’ll try downloading it again and see i am sure its a bug because Spain Update was so easy and fast
I experienced the same !
I thought I had completed the download successfully.
I tried several possibilities in vain.
In my “desperation” I logged into my microsoft account
and there I set the update option to automatic.
I don’t remember exactly how I proceeded then.
But the download then started automatically after I was asked for permission,
I think it was from the MS account where I changed the download setting before.
I don’t remember whether I rebooted before.

I thought it was just me: I took off from Venice LIPZ and landed in Malta LMML
The Italy scenery looked nice, but I was disappointed with the LMML scenery.
I’ll have to clear rolling cache and see if that looks better
Perhaps that’s why they dropped the word “Malta” from the title when they released WU9 publicly. Everywhere I’ve seen (except for the loading screen) refers to it as World Update IX Italy.
Granted there are a few POIs I guess, but no photogrammetry as far as I’m aware 
I Am missing almost all Italy world update the simulator still using the old scenery
Check a few posts up; Someone suggesting to clear/delete rolling cache.
That might resolve your issue.
I don’t havre cache settings it was gone since su8 and still they didn’t fix it so i can’t clear it
