FYI, there is a wishlist to make career missions available in Free Fly. Not quite what the OP is requesting, though:

I would like to request Asobo / Microsoft to add a Sandbox option for Career mode where you can start with everything unlocked and with as much money as you want even unlimited money, it’s all about options and freedom. Let us enjoy all the missions the way we want, give us the freedom. Sometimes I like to play more with realism and sometimes I just want to enjoy all the mission without having to worry about money and income.
