I am away from the PC (playing with a much bigger aircraft!) so I cannot check if MSFS has a flap axis as such, but I know that certain aircraft already produced have exactly that effect - I think they are coded to behave that way but cannot give you a definitive answer until sometime next week - somebody may well chime in before that.
