ISSUE DESCRIPTION
Description of the issue:
You cannot request taxi clearance from ground control after starting up. Once you’re in the air, it seems like the tower and ground respond normally. UNICOM also does not work.
If applicable, which aircraft is experiencing this issue:
C172 Skyhawk

FREQUENCY OF ISSUE
How often does this occur for you (Example: Just once, every time on sim load, intermittently)?
I’m 2/2 on this so far.
REPRODUCTION STEPS

- Spawn cold at KCXY
- Try to get taxi clearance
- Realize that ground does not want to talk to you
