Brief description of the issue:

Pressing a button to steer the aircraft moves the control surfaces permanently. They do not return to a neutral position when you let go of the key. There seems to be no functional difference between normal steering and trimming. Expected behaviour would be for the control surfaces to return to neutral when no inputs are made, as it is the case with a joystick or a real control yoke.

Trim does not have a neutral state to return to.

Below is the Longitude sitting on the runway ready for takeoff.
It has been configured by FS2020 for takeoff with 60% Trim.
If a plane is configured correctly, it will liftoff before reaching the end of the
runway requiring no input from the Pilot.

The Pilot will set the Trim for level flight at some altitude
or the AP will set it as desired by the AP.

I think the behaviour described by the OP is intended, both for control surfaces and trimming. Pressing the key once is equivalent to moving a joystick a little and holding it there. Holding the key down will cause continued movement of the surface in the same direction until it reaches the limit. If you need to return to where it was before you moved it, you need to press a different key, the same number of times, that key being bound to the opposite direction movement of the same control. If you had held down the key rather than pressing it quickly a known number of times, then it’s impossible to know how long to hold down the return key to get back to the original setting.

Bottom line, it’s very hard to design and/or use a system for flight control surfaces using key or button presses, that is as good as a joystick.
