Take a look at the parking spots in your screenshot, then compare them to the spots in the rest of the screenshots posted. You indicate no mods in use, but with a different arrangement of parking spots, there must be an addon in use somewhere. Move your entire Community folder to the desktop, or just rename it, then restart the sim and check again. For the record, I concur with others that can’t reproduce the issue.
