KIUA Missing Runway and Taxiway Lighting - anyway to get this issue resolved? Updates? Edits? Will it be like this in MSFS 2024?

If you are referring to the default KIUA, I doubt that there will be any changes made to the 2020 version anytime soon. It might be a candidate for the World Hub program when the program re-starts sometime next year.
No-one outside of the 2024 development team knows what changes may or may not have been made to airports in MSFS 2024. We may know more after the next Developer LiveStream On September 25th & as more information about the new version is made public in October & November.
