The field facilities (i.e., towered/untowered, com frequencies, runway definitions, services at the field, number and type of ramp spots etc.) are all defined in BGL files inside the sim file directory.
If ATC is not available at a field that should be controlled in real life, that’s a BGL definition issue. Identifying those would be great to get them over to the Airport Team.
