The first thing to try is closing down MSFS and restarting it. The downloading should start again once MSFS is restarted. If there are problems with a particular file downloading repeatedly (on a loop) then exit MSFS and browse to the download location where the file is downloading to using windows explorer. Delete the offending file (if it is listed) or the latest downloaded file in that folder and then restart MSFS. The patch should continue as normal. (Note only delete files do not delete folders!)
I’m in the same situation, if you shut down the sim whilte it is still trying to download I’m finding it then wants to do a complete reinstall on restarting, this has been looping in the same spot for 12 hours now, I have tried the advice given on here and on other sites, even installed the Net limiter app, and I’m still stuck [221] update file. This is really becoming a headache this updating on MSFS, never experienced anything like it before as far as software updates go.
Sorry, just clarifying, you’ve manually deleted the file it’s stuck on from your hard drive/ssd and when it gets to that again it gets stuck on the same file?
More than that, I have an Acronis backup snap shot of the whole partition of Windows and MSFS (main drive C) so for all intended purposes no updated files are present anywhere, you could say I went back in time a day as I back up my system before any update, so the update is installing on the clean MSFS WU3 install.
Yes, I have even put the partition snap shot backup back to where MSFS was working fine, the backup was made and verified before I tried to start and update the sim.
Now looping after approx 1.5GB download showing asobo-aircraft-baron-g58-0.1.49 ETC. File Manager not finding this file. Didnt bother typing fspackage.
Have tried restarting MSFS and rebooted, several times.
Any ideas? MSFS is in the default directory and shows a number of directories with today’s date. But cannot find any files with extension fspackage.
I had a similar issue, except my loop started with the first file it attempted to download. Tried deleting the files (leaving the folders intact), but that didn’t work.
To get mine to download, I had to browse to my FlightSimulator.exe file and run FlightSimulator as Administrator.
My install is through Steam, so my FlightSimulator.exe file is located here: C:\Program Files (x86)\Steam\steamapps\common\MicrosoftFlightSimulator
So, once you find FlightSimulator.exe…

This is getting stupid now EVERY single update something goes stupidly wrong and Asobo go and detroy the game which for me was going along pretty happily now i cant even download the update to even see what they have messed up although from what ive seen people saying is a lot. I am stuck in the same loop over and over and over charles de gall 0.148 never gets higher than 30% and its now just stupid its only a 5 gb update for gods sake.
Has anyone encountered the same issue and if so were you able to fix it.

Might it be that you’d tagged me mistakenly ? I don’t have any download / installation problems.
This is the important phrase of message #2 ( or the latest downloaded file in that folder). Find the folder and then delete the last file (last by date/time). It worked for me. A 2 hour loop stopped looping when I removed the last file by date (this was the file that downloaded just before the looping file). When you delete the file remember Recycle Bin will save it for you , so you have nothing to lose by trying. It worked for me.
(be sure recycle bin properties is set to keep all deleted files).

Well 28 Days Later April 22nd update and it is the same topic.
Hotfix 1.15.8.0 only 112 Mb is looping at stage 3/4.
I closed and restarted and now it is a 34.89 GB hotfix which is hardly moving .
This is getting more and more a waste of time when the updates cause problems instead of fixing them
