Several reasons.
1660 is not a beast of a card but MSFS is a beast of a game.
Your settings are way too high. Medium preset should be more than sufficient except for maybe clouds.
You should cap your fps outside of game to 30. Otherwise your gpu will always be 100%.
Terrain LOD is the most demanding setting in the game…you can try 75 but 100 is pushing it.
