Please explain how having things maxed out, with no headroom for more complex situations that require additional graphical or CPU resources is “optimal”?

Doesn’t provide any excess capacity for more demanding tasks.

Uses the maximum amount of power, generating the maximum amount of heat, providing the maximum amount of stress.
Even the flight models for many aircraft specify that “max takeoff power” is only to be used for the briefest amount of time before pulling the throttles back to max climb power, and that’s not an unlimited resource either.
My own experience shows that maxing out any resource, be it graphics, processor, RAM, buss bandwidth, or whatever is a recipe for disaster and a constrained system.
