I always found, the ideal is to tune for your hardest possible load. Whatever airport it might be. Probably JFK or LAX. Then there will always be some overhead for smooth flights anywhere. I do run pretty flat out myself (CPU usually 4% usage or so overall, but up to 70% on core with main thread, . My gpu, usually around 90%.). 100%, heck no, that is a stutterfest. I can’t see anyone having a good time at 100% utilization of either cpu or gpu. With Nvidia Reflex + Boost you have to get to GPU limited to get that boost. And this very much does work. It sounds counter productive, but is how it works. I load up the gpu hard and I get more fps. When you have a heafty GPU, that can become difficult (Hence the shift for the OP). I have to throw settings at my gpu that aren’t available in the sim.
I have to agree with another statement made. I paid a premium for my rig, and built a ferrari. I’m not going to drive it like a lincoln town car. 
I also don’t play safe. I’m one of those half crazy Over clockers.
EDIT: (I’m getting famous for these) That boost is from 32 to 40fps holding everywhere in tlod 4.00. 3090, no fake frames, that is sweet… dood
