Logic would suggest that as you have prevented your GPU from producing more than 30 fps, a frame rate limit, then this might suggest why you are seeing the message that the GPU is the limiting factor. You could try removing the frame rate limit and see what the frame rate counter reports then.

I see exact 30 fps… and enabled VSync… so, whats your exact V-Sync setting and your monitors refresh rate ?
