Just as PC users are able to install liveries on their devices, Microsoft has not said anything about installing such MODs for Xbox S/X users. Does anyone know if it is possible to install PC liveries for the Xbox?

They have talked quite a bit about this. They are planning on creating a freeware marketplace. The work is in progress. There is no date at this time for its release.
