Hey, got the same issue on PC.
First install and stuck at 97%.
Tried to reinstall it multiple times. (Takes less than 20min for me)
But every time i start it its stuck at 97%.
Its like uses like read/write 2-4MB/s and has a Network download of 0,1Mbit/s for a a second ever 2 second.
So it is basically doing nothing at all.
Sucks hard.
