No the odd thing is if I goto activites and fly those no issues with Throttle.
If I goto world map and try to take of I get the issue.
If I actually get off the ground, the issue seems to correct itself and all is fine.
I have managed to save a point after landing and then reload it all works fine
Now unbelivable after doing this save all works fine!
