I have looked up older solutions on the web but nothing helps. Sensitivity set. Dead zone set. Rudder works great! Brakes work, but when applied, like when you turn with a small airplane, they set the brakes.
Inconvenience only. but annoying. If anyone has a quick fix, I would be grateful.
I’m having the exact same problem with my T-Flight pedals. Even a light touch of the brakes will lock them up. The only way to get rolling again I have to set the parking brake and then release it. I have played with sensitivity and dead zone with no change.

Guys, you have your toe brakes attached to switches – they should be assigned to axes, since they are not on-off devices. Go to rudder settings and “search by input.” Then move your toe brakes and an axis for each should be revealed.
No sir. Set to Brake Axis. I also have the reverse box checked.

Me too! Planes will not move on ground unless parking brake is toggled ON/OFF. Has anyone come up with an answer?
Had the exact same with mine in FSX. Got it solved but cannot remember how, unfortunately. Not that helpful I guess.
No answers yet. I still monitor this and have checked the internet for this problem as it came up in other sims, but nothing has worked for me to get them to quit setting the parking brake.
I’ve been fighting this since day one and have not found a solution.
Hopefully something in there will help with Logitech pedals as well.
I use MS FSX and had same problem. I fixed it as follows.
Goto Options - Settings - Controls
Select Saitek Pro Flight Rudder Pedals in drop down menu
Select Simple Controls not the Advance Controls
Set the Sensitivity Slider all the way to the Right
Set the Null Zone slider at about 5
Goto Control Axes
Set Brake (left axis) to the X Axis and tick the Reverse Box
Set Brake (right axis) to the Y Axis and tick the Reverse Box
