You should view it in a different way because your comparison is wonky (apples and oranges and all that)
Microsoft doesn’t own the internet, and haven’t promised you the internet will work where you live. So if the internet is not working where you live, it’s outside their control and you should ask you ISP instead.
And as I said opposed to GPS which is easily tested everywhere in the world, testing every single ISP in the world is a very unlikely undertaking for MS.
But if you want to talk in similes:
your approach is like blaming the company who built your TV because your electricity supply is not working.
I guess you have entered both addresses at IPv4 primary and secondary? Have you also tried adding the DNS server addresses for the more modern IPv6 protocol like discribed above? If you still have those settings set to automatic there’s a good chance it’s not working because you get a mixture of DNS servers. IPv4 would be running on Cloudflare, while IPv6 would still working over your ISP.

Also try to set the cloudflare DNS servers in the router and then restart both the router and the computer. In my case that also improved my mediocre Disney+ connection. That also reinforces my impression that this is an issue with the ISP and is neither hardware, software nor server-related. Probably Telekom are throtteling the bandwidth. Cell phone companies have done that before as well so I wouldn’t be surprised.
