Low fps low cpu&gpu utilization

Stucked at 8 FPS : very low CPU and GPU usage (i5 10400F and RTX 3070)

Hi everyone, First, I know this issue has been reported hundred times but I don’t find any solution to my problem. Brief description of the issue: I am stuck at 5-10 FPS, no matter where I am (ground, air, low density…) even with very low graphic settings.
