No way your 2080 is too fast your 9900k even at 4K.
The 2080 is not even 4K capable card.
Run a 2060super here yes not a very powerful gpu but at least for the most part my 10700k is making it out even with LOD sliders pass 100.
Cpu remains in the 20s while the gpu is often 90-100%
For the most part the sim runs good and this is on a 3440x1440 wide monitor which is hard for a 2060super to run.
