Mandatory Update again?

Why am I suddenly getting a mandatory 22gig update that I already have installed? I have removed all the tutorials and discover flights, etc. from my hard-drive. Why is this massive update installing them again. I am not a gamer. I use the simulator to hone my IFR and flight planning skills. This is wasting time and using up disk space. What is the reasoning here?

Have you removed the content via the in-game content manager?
If not, MSFS will see manually removed files as missing and redownload them.

Actually I did. But apparently I triggered something when I attempted to reload the program after a current CTD. I inadvertently chose the wrong option when I reloaded the sim. Realizing this, I immediately closed it down before it had fully loaded. I restarted my PC and attempted to reload the sim, but this time a screen to calibrate my control devices appeared. When I selected the “next” option, I was presented with the “mandatory update” screen requiring me to complete a 22 Gig upload and install. Took an hour to complete followed by another 35 min to again remove the Xbox entries and the other unwanted content .
