Marketplace Content Deleted Across Platform Not by User Choice

Brief description of the issue:

If a Marketplace item is deleted on one platform installation, it will also be deleted on another platform installation.

Detailed steps to reproduce the issue encountered:

Install the sim on more than one device — either two Xboxes or an Xbox and a PC. Install the same Marketplace content on both. On one installation, delete some Marketplace content from the Content Manager. Quit the sim. Load the sim on the other device. Go to Content Manager. Note the item(s) deleted on the first device are now deleted on the second device.

Installing items, however, does not appear to have the same effect. As a test, I installed the Orbis Flying Eye Hospital on one device, quit, launched the sim on the other device and it remained uninstalled. It continued to remain installed on the initial device when I switched back to it after having run the sim on the device it wasn’t installed on. This would seem to indicate a flag is being set when an item is deleted that is being carried across a profile synchronization, which forces the item to be deleted on the other platform(s), rather than a pure like-for-like comparison being set upon synchronization.

This behavior did not occur prior to SU11 beta and is undesirable, as it makes running two or more systems in different install configurations impossible. Due to storage space/performance constraints on various systems this can have a major impact. PC vs Xbox installations can be quite different and this ought to be reverted to how it used to be.
