Marketplace doesn't let me purchase, asks me to add address, but does not accept non-USA address

The country is grayed out. I can not select Netherlands. My address is up to date in my Microsoft account. I have purchased successfully before.
If I use a fake USA address, it tells me that my address does not match the country the payment address is registered in, which is obviously correct. So, how would it know? And if it knows, why ask for it in the first place?

I had a ticket created. It suggests I change my computer’s regional settings to Netherlands. But I don’t want that, as there was a good reason for that. Anyway, why should that matter?

What do you know? It was regional settings on my local computer. My question is: what do you care about my regional settings? Can’t I purchase something on a computer where the regional settings are set to a different country? And in general, why make it so hard for international gamers to purchase something?
