I am on Xbox but there have been other threads - did you try deleting and re-downloading? Restarting the sim? What worked for me and a few others oddly enough was going into general options->data and changing the limits of your data streaming - it didn’t seem to matter what you changed it to as long as that option got saved to a different limit.
