Yeah it must be frustrating particularly for the devs but I don’t imagine it’s deliberate policy by Microsoft. You have to remember it’s a marketplace and there are borders that must not be crossed or Microsoft could inadvertently find themselves legally more responsible for the mods involved than they want to be. You wouldn’t or at least I wouldn’t question the policies of the other 3rd party markets.
