I have/had the same issue.
After you take off, manually open the ATC window and request flight following.
That seems to kick it into gear.
I had to skip to parking though as the enter button or manual ATC didn’t work after landing.
In general, I find that if the enter button doesn’t work, I can normally use manual ATC.
