How I interpreted is that the patients might had severe injury in a foreign country and had a surgery /treatment, so they return to their home country for recovery instead of staying in a foreign country, but that is more of medical transportation than medevac, at least it would make sense.
For emergencies on shorter distances to regional hospitals often helicopters are used as big hospitals also have helipads to directly deliver critical patients. Probably airplanes are also used just as well as you said, just like in the actual golden mission of medevac, which was a short distance from remote airport to a bigger airport, but I have yet to find one of this.
