I have the suspicion that this is not true. In Germany for example, everything military related is also blurred. But a spokesperson from the military already stated years ago that no one asked Bing to censor their images.
They just do it preemptively.
Maybe it is so for Germany, but I recently read that for ile Longue in France, the military forgot to ask to blur it in Google Earth, so it is not blurred in older photos, but the latest are blurred:

Bouth in Brazil, the first one is mising and the second one (the most important in region) aint missing but changed a lot, it was improved in 2019 with a new big terminal on the otherside of the main runaway. In blue the old terminal, in red the new one.
You have to learn that you will never ever get the latest rendition of an airport. In case of Forianopolis, the new terminal was opened in the second half of 2019. As a dev you have to close a project at a certain point to get it finished and you have to rely on the aerial image of that area available at that time. When you look at bing maps (source for MFS) you will see that the image is from somewhen in 2018 and up till now no other images are available.
I think this is a general problem, that bing is in many areas totally outdated.

Actually Asobo/Microsoft should prioritize this because they can even get in legal trouble for misleading marketing/announcement. Multiple times during different interviews and marketing articles before launch, they mentioned all the airports in the world are in the sim + more obscure airports that are not even officially airports due to satellite imagery that detects farmer grass strips and such.
With many major airports missing (some indeed are blurred in Bing for which there was no official requirement and Google renders them perfectly fine), this prior claim is misleading and false. Even major airports that were in FSX already (EHEH as an example, Malaga as another) are now missing in a new sim… After those claims plus the prior versions of MSFS, consumers had all reason to expect these airports would be indeed included.
Just saying… this is not purely a small “bug” and we should feel lucky when they slowly update it over the years with some world updates. It is actually not delivering on product promises which should be addressed with urgency.

Though I manage to knock this up in a couple hours. Still needs some polish, but works well and looks good.
Once again, I say - blurred photos in Bing or elsewhere do not stop anyone - Asobo, MS, me (if i had the time/money/inclination), modelling the basic versions using just the OSM & other data that is available to anyone in the world.
This just seems to be used as an excuse to leave them out, and since the devs are not publishing detailed lists of what is on their roadmap, we are unlikely to find out if and when the missing airports and other parts of the landscape will be added. Remember. They only said you can FLY anywhere. They said nothing about landing, or seeing real world scenery.
I guess they reason that enough people who don’t care will buy the sim, and the rest can’t get refunds even if they believe they were missold the product. I would suggest that any new reviewer prompts people to get a $1 copy on GamePass first, unless MS start offering trial versions like X-Plane.

I stand corrected. Well I for one look forward to them putting all those missing airports in during the next patch.

1,000 is probably a low estimate - I am not the most diverse airport enthusiast and I have noticed 3-4 that I wanted to actually fly from/to that are not there. So I am either too unlucky, or I was intentionally somehow personally left out or I am not special and quite a bunch of runways all around the place are missing.
Currently working on F45, should have something hopefully by the end of this week
