Note the following illustration of a Gazprom electrical generating facility in the southern part of Moscow, just off the MCAD and just east of the Varshavskya Shosse, (Warsaw Highway).
This illustration was created using X-Plane 11. (Unfortunately, I have not yet figured out how to take screen-shots in MSFS so I don’t have corresponding pictures.)
This isn’t an official solution - but have you investigated the use of PuffinFlight’s We Love VFR? They have a very comprehensive collection across Europe/EMEA (Region 1). Those towers may be in there already. Or you can join their Discord and put in a request - they’re very open to user input.
As far as I know, MSFS takes such data from Open Street Map, so you may go there and check if the place has correct height and designation, and also add it if needed. Than submit a ticket and wait for updated in-sim information.

If nothing helps, either request it on flightsim.to or create it yourself using stock models.
I installed both and it is a vast improvement in the quality of the scenery. A lot of details, like exhaust chimneys are there. Not only are the cooling towers present - they’re even the right color with the correct markings.
