Provide extra information to complete the original description of the issue:
As per the OP, in the World Map, the navaids for the runway exist (see screenshot 1, below), but not the runway itself.
In the sim, the ground texture is there (see screenshot 2, below), but not the runway, nor associated taxiways, lights, etc. Looking at the base texture, perhaps the runway was still under construction at the time the arial imagery was taken? Also, the water masking & lack of blending into the surrounding sea suggests that perhaps a single tile of imagery has been overlaid upon an older arial image?
