Missing specialization mission

Description of the issue: The specialization missions have vanished.
No mods

FREQUENCY OF ISSUE - Always

REPRODUCTION STEPS - They just vanished nothing was done specifically, I haven’t even attempted them.

Caused by the stupid mission cycling system, which
disables/enables mission types depending on unknown
criteria for some days (cycle)

I think they wanted to have more variety on available missions,
but forget that in worst case the user have no mission, because they
don’t meet the requirements for the available missions.
