No, your tests were run in DX12 which you can see under the “limited by” line in the FPS View overlay on each screen shot. Try DX11 instead. You need to exit the sim completely when changing DX modes for the new DX mode to actually change.
Also note your RAM use, which doesn’t push past 10GB in any of your scenarios, so your 32GB RAM is plenty sufficient.
