Gotta be a server issue. It seems to call home to mama when it loads, but then nothing happens, just a few spikes of ethernet traffic and then nothing.
On a positive note I am getting 1567 FPS. 
Stuck on the ‘post apocalyptic London’ screen as well, no loading bar.
Not sure how this could be Steam’s fault since Steam is working fine…
I am also stuck on the same screen. I am using the Steam version in Hong Kong.
I have one theory in mind. With the rampant reports of FPS loss and lack of GPU usage, they might’ve taken the server offline to quietly work on that issue.

In a stream at the moment - all the folks using Steam are getting stuck at that screen. Those of us who purchased from the MS Store aren’t having login troubles. Steam seems to be having some trouble.
I am on Steam. Steam and other Steam games work fine though…so I’m not sure what is going on.
It could be Asobo doing a hotfix for the performance bug some people are having and taking the servers down to install it. See other thread on this topic.
I don’t think anyone else is having this problem. Even though there are 54 posts its not like I have time to read them all. I’ll just act as if I’m the first to report this.

I have Steam version, stuck at same screen
Same issue here in Australia. Flew two sessions this morning post install of update 3 with no problems. Now it just stays on splash screen. I’m on steam.
Someone on the Steam forums is claiming that other Steam games like DayZ and Phasmapohbia are experiencing issues…
I am playing Forza Horizon 4 fine on Steam at the moment.
