I’m a little confused by this comment, and I think you are mistaken.
If MSFS does not fully utilize all your CPU cores, then the displayed CPU load (Watts) will be much lower than a fully loaded CPU would be. If you have several lightly loaded cores, you should not expect to see your CPU power be anywhere near its rated maximum.
