Description of the issue:
After enabling Owned Content in My Library, such as migrated MSFS 2020 Addo-Ons and rebooting per instructions, the Add-On still doesn’t appear as Streaming. Upon inspecting Content.xml, you will find entries that state the Add-On is still User Disabled, sometimes in multiple entries. A manual edit of the Content.xml is necessary to get the Add-On to appear.

How often does this occur for you (Example: Just once, every time on sim load, intermittently)?
Every time when enabling owned Add-Ons from Marketplace in My Library.
REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:
- Go to My Library to find owned MSFS 2020 Content you wish to use in MSFS 2024. They should be listed as Disabled.
- Enable the Content using the button at the bottom of the page.
- Reboot per instruction.
- Content does not appear as Streaming, it is still listed as Disabled in My Library.
- Located Content.xml and search for references to the Add-On. You will see multiple entries, some Enabling, but the last entry usually states User Disabled.
- Edit the file to leave only one entry that says the Add-On is Activated. Restart the sim
- With most attempts, the Content now appears as Streaming and is selectable in Free Flight, etc. Multiple reboots may be required.
