Please create an Offline ATC Option for msfs-2024 .

This would leverage the locally installed LOCPAK file. In addition to saving data since Azure TTS and Natural Voice ™ are no longer being streamed, the same LOCPAK file can be modified to further enhance the accuracy of the ATC Phraseology, which currently is very non-compliant with any Civil Aviation standards across the globe.

It is my understanding that FS2024 will not work offline.

MSFS 2020 could provide ATC offline using the local language file on a player’s PC. The design is still the same in 2024. That’s how I have correct FAA Phraseology in the older sim.
