I currently run the Standard Version of MSFS on a PC via a Microsoft Store Game Pass.
My Xmas present to myself this year will be the PC Premium Deluxe Version. 
Assuming I purchase from the Microsoft Store, will the Game Pass license transfer or will I end up with a new one?
Sometime in late Summer 2021, depending on Early Adopter feedback , I may go to the Xbox X system MSFS .
Will I need to repurchase Premium Deluxe for Xbox X, or will there be some sort of arrangement where my PC Premium Deluxe license can be transferred to Xbox X & I won’t be required to buy Premium Deluxe again?

If you buy from MS Store, any version, it then becomes cross platform - “Play Anywhere”. You will be able to use it on your PC or the Xbox console. (just won’t be able to play on both at the same time).
To Note: It is cheaper to buy the Premium Deluxe at first time of purchase than it would be to upgrade later.

A further question if i may.
When I obtain Premium Deluxe, (PD), from the MS Store - after moving my Community folder out of the way, do I download PD & install it over the top of the Standard MSFS, or do I need to uninstall Standard MSFS first?

The premium deluxe is just an additional package for the standard edition, you don’t need to delete your existing standard edition, just download the premium deluxe bundles in the store and you should be good.

@iRoozy answered correctly. You first install the base (Standard) then go into the Content Manager OR Market Place (bundles) to download the Premium Deluxe.
When updates come out, get in the habit of checking Windows 10 for updates first, then MS Store - if any restart your PC, then launch MSFS for it’s update.
