According to this, it would seem it would be a completely random timeframe. It appears to be on the developer of the product to test, and that would be the bottleneck.

Functional testing of add-ons is the responsibility of each individual third-party developer, not Microsoft. The initial Microsoft Marketplace intake process is typically completed within a few business days of the developer submitting their product for intake.
