MSFS weather setting severely disrupts VR performance (reduced by 15 - 20 FPS)

My system:

HP Omen 15 laptop
I7 10700
16 GB 2933 Mhz ram
RTX 2060
I’ve run a multitude of Nvidia driver versions - currently 457.30
Oculus Quest (not quest 2)
Oculus debug tool:
PPDPO 1.2
FOV .7;.7
Asynchronous spacewarp (tried auto, off, force 45 fps enabled and disabled). This only seems to change the amount of stuttering.

MSFS settings:
Render scaling - 100
Terrain and object LOD - 70
Most other settings medium - high, with grass, bushes, water, and windshield effect on low.

I’m curious to know if others are experiencing the glitch in the live weather settings that I have found. If I start MSFS and select live weather, sometimes it works and sometimes it doesn’t. In order to get it to work I have to go into the custom weather menu, select live weather from the drop down menu, then click the “live” button. But here’s the interesting part:

When live weather actually works properly my FPS drops to 15 - 20. If I select other weather options while in flight, anything from partly cloudy to rain, storm or snow only affects my VR performance by a couple of FPS.

When live weather glitches and doesn’t work, my FPS is 33 - 40 with excellent performance. When this is happening, no matter what I select in the weather drop down menu (while in flight) the skies stay clear. The view seems to get more or less hazy, but there are no clouds and my view is never obscured.

My questions:
Have others experienced this glitch in the operation of live weather?
If so, have you seen severe performance degredation like I am describing?
Anyone know of any way to fix it?
