Antonov AN-2 starter not working in some variants

ISSUE DESCRIPTION Description of the issue: The “new” (FS2024) Antonov AN-2 starter is not working properly in some variants, e.g. “cargo wheels”. The switch to spin-up is flipping back after a few seconds, even when holding. Other variants e.g. “passenger wheels” work fine.
