If you look at the sim’s built in FPS display, does it show you’re GPU limited as well, or CPU limited?
you’re limited by either your CPU single core speed, or a high manipulators thread (caused by mods/addons normally).
Enable the FPS readout from the debug menu in developer mode, and it’ll tell you exactly what’s going on.
Crank up render scaling to 400. You will still have low FPS but at least your GPU will be 100% utilized :).
As others said your performance is limited by CPU.

That tells us nothing, because those utilization numbers only look at the total CPU usage. You have to look at the sim’s FPS display, which will tell you where the limitation lies (likely the CPU).
As others have said, you need to check the dev mode framerate counters. And also, without knowing your graphical settings, where and what you are flying and what fps you are getting, it’s difficult to assess if it’s a real problem or just the way the sim behaves for everyone else.
You are most likely cpu bound, but you may also be out of vram as well, that will show up as low stuttery framerate. Also check if a restart changes anything, i hit a bug a few days back where my framerate dived below 20fps for some reason, a restart of the sim fixed that.
I have a 5800x3d and a 4090 and the 4090 barely goes past 50% utilisation, that’s on 4k ultra. And 5800x3d is no slouch for msfs, may even be better than the 13600f you have.
Our CPU’s are limited by MSFS 2020’s ancient code. Even if you get the GPU to 90%+ utilization, it’s still not breaking a sweat. At 4K ultra everything 400/200 a 7800X3D is still parked at 31% utilization on three of 8 cores and mine’s at 55C degrees on an air cooler. I have 22 of 36GB of RAM staring at the ceiling without a single thing to do. It’s all taking a nap. The stutters and ‘spikes’ is your hardware stopping and waiting on data to show up. The loss of FPS is because the sim is even less capable of feeding the hardware at higher settings. It’s not the other way around. A 2016 version of an average gaming computer would truly be bound by the demand from the sim.
Think of an 800hp twin turbo V8, and MSFS is a 1" diameter intake tube.
Some big changes are coming in MSFS 2024 with better multithreading, and moving the avionics, flight model, and physics engine off the main thread. This should boost your GPU usage.
Your CPU is a low end Raptor Lake chip by the looks of it, it could be the bottleneck. I mean, compared to a 14900K or 7950X3D top of the line chips your CPU could very well be limiting your GPU and framerate performance.
I have an ancient i7 6700K and a GTX 1080 Ti and I get around 40 FPS and 60-70% GPU utilization.
The other thing is DX12 in its current beta state may not be properly multithreaded. If it was, then there would be less waiting on the CPU to give the GPU work to do.
Please give us more to go on. What settings do you have? What FPS do you have in dev mode? Are you doing anyting in nvidia control panel? Have you dissabled HT so MSFS can use 4 proper cores etc.
