My PC is seeing around 80 Mbps continuously but keeps complaing "Insufficient data...."

ISSUE DESCRIPTION

Description of the issue:
I have reinstalled 2024 three times now (UNDER STEAM) even changing drives to try to ensure a totally clean installation, but it still takes forever to load, and once it eventually has, loading any flight takes equally as long again, and when it stops moaning about insufficient data download or whatever it says, the resulting scen is basically green and brown blobs with runways being a black smudge with what may be white lines hit by a heavy eraser and smudged to death.

Basically, it is unflyable.

I preordered the Aviators edition, and it took me four days to download tghe 1st system (Like everyone else) but by now, I wouold assume you could make it work correctly for any PC giving it dfownload speeds of 80+ Mbps and Upload speeds of 100+ Mbps

RTX4090 GPU
64Gb RAM
HI speed Nvme drives
4K monitors

[PC Only] Did you remove all your community mods/add-ons? If yes, are you still experiencing the issue?

NO, I havent even found how to switch it to developer mode

[PC, MSFS 2020 Only] Are you using DX11 or DX12?

Tried both, same results

[PC Only] Many issues may be due to an outdated graphics card. Please state your Graphics Card Driver Manufacturer (NVIDIA, Intel, AMD) and Version:

Nvidia RTX 4090 with latest drivers installed

[PC Only] What other relevant PC specs can you share?

PC is Network connected thru Netgear smart switches from a BT Megabit Hub
