Essentially, what you are asking for is swell, which is independent of wind. Similar ideas have been brought up in the past. See, for example, this post, about using Meteoblue data to provide swell in addition to the wind driven waves:

Meteoblue has plenty of wave data parameters in the weather data provided through their website. I suggest that data is used to drive wave modeling in the sim.
