Not sure why, but an in place upgrade for windows resolved the issues. For some reason I couldn’t access windows security. Did the upgrade and turned off anti virus as advised in the link above and the sim installed within the hour
Not sure what’s gone on with the sim being deleted but I’m happy to say it’s resolved.
