New install won't load after successfully checking for updates/downloading sim (blue loading bar stuck at 100%)

Brief description of the issue:

Had to uninstall the sim a week ago, but kept my sim files in a separate location so those were retained. Attempted to reinstall sim and run. Sim installed fine from the MS Store, launched and pointed it to my sim files folder. Sim found folder and did a small update (which I expected). Sim then started loading the game. Blue bar started at around 50% and very very slowly increased to 100%. Nothing occurred past this point. I let it sit overnight untouched in case that would help but no dice. I uninstalled the sim through the MS Store, reinstalled, and then attempted to allow it to install the entire sim to the appdata folder. Sim proceeded to get ā€œstuckā€ at 409/508. The counter stopped functioning but the sim was still clearly downloading and unpacking data. Once the download bar finished, nothing occurred. I let the sim sit once again with no change.
Windows is relatively clean and everything that can be updated is updated.

No idea, I was effectively fresh installing the game for the first time and it just won’t load.

Many issues may be due to an outdated graphics card. Please state your Graphics Card Driver Manufacturer (NVIDIA, Intel, AMD) and Version (Learn how to find your current graphics card driver version):

Nvidia 3090 FE, Driver 546.17 and 546.01

PC specs and/or peripheral set up if relevant:

11700k, 3090FE, gen4 and gen3 nvme drives with more than enough storage on each

Build Version # when you first started experiencing this issue:

1.35.18.0 (both the sim update 14 beta and the normal version of the sim fail to load, I removed myself from the beta to check).
