ISSUE DESCRIPTION
Description of the issue:
Unable to create an IFR flight plan anymore. There are no NAVAIDS/SID/STARS when choosing ifr plan in the world planner and there is no option to choose arrival, departure, or approach. They all say (DIRECT) Arrival / (AUTOMATIC)Approach. and if you click on the dropdown to choose an arrival/departure/approach there is nothing there as seen in the screenshot.
This issue happened after reinstallation of the game. Everything was working fine before.
Never installed navigraph, only installed simbrief and fbw a32nx.
Reinstalling the game dosen’t fix the issue.

REPRODUCTION STEPS
Please list clear steps you took in order to help our test team reproduce the same issue:
1.Load into msfs then choose any two airports in the world with ILS
2.Choose IFR (low/high alt) on the left and click on approach
3.There will be none showing (Only for me. Will show for you)
