It is not there yet… They are working on the effects.
I’ve been getting smoke on touchdown for majority of my landings.

I set the flight model to 100 percent now I realize a flight to see if it working
The tyre smoke effect is there but it is quite subtle and as someone else has posted effects like tyre smoke and contrail are said to be added at a later date. Currently the devs are working on fixing current problems, which for most people are more important.
I did get something thrown up by the tyres yesterday while taxiing through grass. It wasn’t raining so it wasn’t water, so I guess it was just brush being thrown up. Smoke, and water should be possible.
Which reminds me, didn’t the patch notes list water and ice effects had been worked on. I feel the need for some stormy weather taxiing.
