I’ve downloaded a number of object and people libraries from flightsim.to and placed into community folder. Where do these people and objects show up?

They only show up if developers use the libraries in their sceneries. For example, if someone makes an airport, they can create their own objects (cars, people, hangers etc) or they may say in the instructions that you need to download another object library. In the later case the developer might use objects from that library and place them into their own scenery.
The libraries themselves don’t usually add content.
As XR219 kindly explained, libraries are just that but if you have some skills with ADE or the SDK, you could in theory add some of those libraries to your own modified version of the airport like animated people, boats, windmills etc provided it is freeware and conforms to allowed use by the original author.
